     pre-application meeting for Stately Stairs at the P&amp;Z.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>Tony <span class=3DSpellE>Rub=
ino</span>,
     President was upset with what he perceived as a process which takes too
     long.<span style=3D'mso-spacerun:yes'>&nbsp; </span>His agent had appe=
ared
     before the whole P&amp;Z before the pre-application meeting, which
     displeased the commission.<span style=3D'mso-spacerun:yes'>&nbsp;
     </span>They suggested that he withdraw his application, which he did, =
and
     re-submit it when he was more prepared.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>He is anxious to get construc=
tion
     underway before winter. Stately Stairs has been approved, with standard
     restrictions, on their wetlands application for installation of sanita=
ry
     sewers for their new 40,000 sf building in the industrial park.</li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     owner&#8217;s request worked with Green Planet Organic Market in <st1:=
City
     w:st=3D"on"><st1:place w:st=3D"on">Oakville</st1:place></st1:City> to =
help
     them with their business financial issues.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>They are experiencing a lack =
of
     traffic in their store.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Was
     able to contact the local newspaper to suggest a possible story, which
     they did run. Worked with Sean Williams to see if he could help with s=
ome
     of the DECD financing programs.</li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     the keynote speech at the Watertown/Oakville chamber of commerce annual
     meeting at the Grand Oak Villa, honoring Dr. Joe Erardi for his commun=
ity
     leadership.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Several memb=
ers of
     the EDC were in attendance as well as much of the town government
     leadership including the Town Manager.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>A well deserved award to Joe
     Erardi!</li>

     my office with Curtis C. Jones PE President of the civil engineering f=
irm
     of CIVIL 1 to become familiar with the work of his firm. <span
     style=3D'mso-spacerun:yes'>&nbsp;</span>He did the civil engineering w=
ork on
     <st1:PlaceName w:st=3D"on">Swift</st1:PlaceName> <st1:PlaceType w:st=
=3D"on">School</st1:PlaceType>,
     and the new <st1:City w:st=3D"on"><st1:place w:st=3D"on">Watertown</st=
1:place></st1:City>
     firehouse. At Swift he designed the parking areas, storm <span
     class=3DSpellE>draininage</span> and water and sewer systems as well as
     working with the state DEP to make sure it met all state and local flo=
od
     plain certification requirements.<span style=3D'mso-spacerun:yes'>&nbs=
p;
     </span>On the firehouse, he developed the parking plan as well as<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>the stormwater drainage
     system.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He has applied t=
o be
     the Civil Engineer on the new school construction planned for <st1:City
     w:st=3D"on"><st1:place w:st=3D"on">Watertown</st1:place></st1:City>.<s=
pan
     style=3D'mso-spacerun:yes'>&nbsp; </span>The meeting was arranged, sin=
ce frequently
     developers new to the town will ask me for referrals to civil engineers
     who are familiar with the town and its regulations. </li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     Town Manager&#8217;s suggestion arranged a tour of the NU <st1:PlaceNa=

     w:st=3D"on">Emergency</st1:PlaceName> <st1:PlaceName w:st=3D"on">Opera=
tions</st1:PlaceName>
     <st1:PlaceType w:st=3D"on">Center</st1:PlaceType>, and Gas Control at =
<span
     class=3DSpellE>NU&#8217;s</span> home office in <st1:State w:st=3D"on"=
><st1:place
      w:st=3D"on">Berlin</st1:place></st1:State> for Chuck Frigon, Larry Bl=
ack,
     John <span class=3DSpellE>Gavallas</span> and me.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>The goal was to familiarize t=
he
     town with <span class=3DSpellE>NU&#8217;s</span> emergency operations =
and
     how they might better respond to <st1:City w:st=3D"on"><st1:place w:st=
=3D"on">Watertown</st1:place></st1:City>&#8217;s
     needs during an emergency.<span style=3D'mso-spacerun:yes'>&nbsp;
     </span>While instructive about how NU handles an emergency, CL&amp;P
     simply re-iterated their standard procedures for working with <st1:City
     w:st=3D"on"><st1:place w:st=3D"on">Watertown</st1:place></st1:City>, w=
hich we
     have found somewhat lacking.<span style=3D'mso-spacerun:yes'>&nbsp;
     </span>NU believes their emergency notification system works better th=
an
     we believe it does, and they were unable or unwilling to suggest ways =
to
     improve the process.</li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     with CL&amp;P about putting the new firehouse emergency generator on t=

arrie
     Raybeck, our CL&amp;P AE indicated that until the firehouse uses 100 K=
W of
     power annually they would not be eligible.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>The firehouse, as of last mon=
th had
     used 50 KW of power.<span style=3D'mso-spacerun:yes'>&nbsp; </span>I am
     still investigating firms other than CL&amp;P who might be able to use=
 the
     generator during peak electrical load times.</span></li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     with Tamarack Energy concerning their upcoming Conservation and wetlan=

le of
     concerns, which we were able to talk about.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>Jack Traver was at the Conser=
vation
     meeting and reported that all seemed to go smoothly.<span
     style=3D'mso-spacerun:yes'>&nbsp; </span>The Commission is scheduling a
     walking tour of the property and held the application over until their
     next meeting.</li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     started work on a grant application for$15,000 to the State of <st1:St=
ate
     w:st=3D"on"><st1:place w:st=3D"on">CT Agricultural Department</st1:pla=

     for our 2008 farmer&#8217;s market.<span style=3D'mso-spacerun:yes'>&n=
bsp;
     </span>Copies of the proposed finances are attached for your input and
     discussion. Have talked with several vendors interested in participati=
ng.
     For the grant applications I need letters of support from all possible
     vendors, so I have prepared a list of potential vendors, to whom a let=
ter
     requesting participation and a letter of support will be sent.</li>
</ol>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

     indicating utility hook-ups, asbestos issues, buried fuel tanks,

n>Also
     at the Town Manager&#8217;s request, held two open houses at the school
     location for potential buyers.<span style=3D'mso-spacerun:yes'>&nbsp;
     </span>As of this writing, I have conducted two tours for interested
     parties.</li>

     reluctance to approve residential use of a portion of the property nex=
t to
     LaBonnes.</li>
