Mr. Stewart, Chairman, Called the Meeting to Order at 7:30 p.m.

Mr. Stewart, Chairman, executed the Roll Call.

3.&nb= sp;        Public Participation

&= nbsp;          The following people spoke during Public Participation:

&= nbsp;          Cheryl Sturgis, 27 Spring Street, = Oakville, CT 06779=

&= nbsp;          Mr. Sturgis discussed the on-going parking problem on Spring Street. A discussion ensued.

&= nbsp;          Virginia Chambers, 79 Tower Road, Oakville, CT&nbs= p; 06779

&= nbsp;          Ms. Chambers wanted some of the "no parking" signs eliminated on Tower Road/Spring Street= as she felt there is no need for these signs. A discussion ensued. Adjustments will be made per the judgment of the Chief of Police.

5.         = Correspondence

&= nbsp;           A.=         Letter from D.O.T.

            =             M= r. Stewart read the letter from the D.O.T. regarding the traffic study on Davis Street into the record. A discussion ensu= ed. Deputy Chief Gavallas gave a brief= explanation.

6.         = New Business

&= nbsp;          Ms. Pilicy reported Atty. Franklin Pilicy sent the letter regarding the by-laws because the Town Charter stipulates that Police Commissioners cannot act as commissioners outside the realm of a meeting. She asked what the Commissioner's limitations are? A discussion ensued. Atty. Pilicy suggested they pass resolutions to give commissioner's permission to research issues, etc. outside of the actual meetings.

            =             M= s. Pilicy reported Atty. Franklin Pilicy sent the letter to the State requested different by-laws used by other towns.&nbs= p; She has not received anything back yet.

            &n= bsp;           Chi= ef Carroll and Deputy Chief Gavallas reported the status of the proposed budge= t. A discussion ensued.

            C.        Communications Upgrade Discussions

            =             D= eputy Chief Gavallas reported on the communications upgrade. A discussion ensued regarding the = use of a grant as well as the status of the project.

8.         = Chairman's Report

&= nbsp;           Mr. Stewart reported that the Budget Public Hearing will be held on Tuesday, May 25, 2006 at 7:00 p.m. and suggested the Commission hold a Special Meeting before that date to discuss some strategy for the Public Hearing with regar= d to the Police budget. A discussi= on ensued. The Special Meeting w= ill be held on Monday, April 24, 2006, to discuss two items, the budget and the election of officers corrected motions.
