&= nbsp; Mr. Sturges spoke about a problem he was having on 27 Spring Street regarding parking problems.
&= nbsp; Mr. Durso granted a 2 minute Recess, requested by Mr. Stewart (no time given).<= /p>
&= nbsp; Mr. Durso, Reconvened the Regular Meeting at 7:45 p.m.).
&= nbsp; Mr. Stewart stated this problem would be discussed again under New Business.

&= nbsp; Mr. LeBlanc spoke about the budget that would be discussed tonight, he asked th= at they really push for one additional police officer. They also discussed bullet proof v= ests.

&= nbsp; Mr. Capolupo talked about people turning around in his driveway. He fought previously for a dead en= d sign to be installed, and that was done. He also fought for a turnaround at the end of the street and that was also done. He requested a sig= n be installed that told people there was a turnaround at the end of the street.= A discussion ensued.
&= nbsp; Deputy Chief Gavallas stated it's a private property issue, not a traffic control issue.
&= nbsp; Chief Carroll felt any signage would have to be approved by the Department of Pub= lic Works, per the industry standards.
&= nbsp; Deputy Chief Gavallas asked for Mr. Capolupo's name and phone number and they woul= d be in touch with him regarding signage.

Chief Gavallas reported this is for taking inkless fingerprints. He explained the procedure. It's a giant leap in technology.

MOTION: (Mr. Stewart, sec. Mr. Pawlak) that the individual commission members take a fie= ld trip, individually, to the 27 Spring Street problem (discussed earlier duri= ng Public Participation), individually, to have a look. It sounds like there may be some o= ther issues involved, namely the width of the street as it might pertain to emergency vehicles passing, etc., so we should take a look at it and put it= on the Agenda for the next meeting for possible action.
Discussion: Mr. Durso: IN the meantime, will somebody tal= k to these people to give them some immediate relief, cause these people sound v= ery unreasonable

= &nb= sp; Unidentified Woman: There was an old woman that lived = there that didn't have a car, so they parked all over.
= &nb= sp; Mr. Sturges: So my daughter went over a cou= ple of times and asked them to move their cars so she could back out of her drivew= ay, it's just a one car driveway, and I went over a couple of times, and finally one time I went over, I got to the door, I said please move your car, she s= aid no, I'm not moving my car, if you got to call the cops, do what you got to do. That's the first time I c= alled the Police Department.

= ; &n= bsp; = ; Mr. Sturges: Yea, every time = was nicely. It all boils down to = cause in the end I don't want them to come back and say well you did, so I just t= ry to stay with the law, let it be nice, I could have been swearing back at hi= m, I didn't, I was nice, just like I did here today.

Traffic
Study Report on
&= nbsp; The Commission took time to read the report silently.
&= nbsp; A lengthy discussion ensued. The report seemed to suggest that perhaps the 25 mph current speed limit may be= too low, as they normally take the speed of 80% of the drivers on that particul= ar road. Mr. Pawlak and Mr. Stew= art did not agree with raising the speed limit.
&= nbsp; Mr. Pawlak wanted to see the detail behind the report. No decisions should be made until then. He asked for the Depart= ment's cooperation again on the issuance of tickets, misdemeanors or infractions as opposed to warnings. He felt = the more they did that, the less people would speed over time.

Discussion
of FY 2005/2006 Budget
&= nbsp; De= puty Chief Gavallas reviewed some proposals for the 2005/2006 budget. A lengthy discussion ensued.
