&= nbsp; Mr. Bonsignore: As many of you already know I am a Democratic candidate for Town Council this November. I was here earlier this evening to address some comments and concerns that I had with regard to the two ordina= nces that are on your Agenda for later this evening, and I’d just like to reiterate some of those comments for the benefit of the full Council for yo= ur consideration when you do discuss the ordinances later tonight.

&= nbsp; As most of you know I served as assistant to Franklin Pilicy during his term as Town Attorney from 1999 to 2001. During that time I personally worked extensively on the drafting and amendment of the ordinances that are being considered tonight, as well as t= he full ordinance review program. I attended several subcommittee meetings with Mr. Wick and Mr. Valenti. I personally drafted the majority = of the amendments to the ordinances that have been adopted and obviously have pers= onal interest in the adoption of these ordinances and their ultimate enforcement= .

&= nbsp; As part of that ordinance review program, we instituted a penalty provision in= a vast majority of the ordinances that were revised to include a penalty of $100.00 fine per violation of the ordinances. That provision was placed into the= se ordinances for the purposes of providing an alternative source of income for the Town of Watertown and the ultimate goal was to have a Hearing Officer appointed to hear appeals of those fines and the fines were to be implement= ed and issues by the Watertown Police Department.

&= nbsp; There are two things I would like to propose for the Council’s consideration this evening. Franklin Pilicy= was replaced as Town Attorney approximately 2 years ago and I personally left h= is employ about a year and a half ago, and what I would like this Council to consider this evening when discussing these ordinances is:

1. = Why, when I obviously had personal knowledge of the drafting of these ordinances, personally partook in the drafting of these ordinances, and can testify to = this Council that a vast majority, if not all of the ordinances to be revised, w= ere done so while Atty. Pilicy was still the Town Attorney as late as the year 2000. Why this Council has ta= ken 2 years and is now just considering the enactment of the enabling ordinance merely a month prior to the ending of this administration term? Had these ordinances been enacted = and a Hearing Officer appointed and put in place closer to the time when these ordinances were drafted, revised, and ultimately approved by the previous Council, the Town could have been generated hundreds, if not thousands of dollars in fine revenue in that enforcement.

2. = Whether or not the Council can provide the residents of Watertown and Oakville an estimate of how much revenue has possibly been lost as a result of the Council’s failure to implement these ordinances sooner?

&= nbsp; Mr. LeBlanc: For the record t= he gentleman that spoke before me said that he worked on these ordinances; I’ve been working on these ordinances for 4 years. I’m running for office too, = so I might as well throw that in. Secondly the statement was made that we have a $100.00 fine for any violation of ordinances. That= is not quite legal. Once it beco= mes a $100.00 fine it goes to Superior Court, you must keep it under $100.00, mak= e it $99.00 and then you don’t have the problems of going to Superior Cour= t.

&= nbsp; Another thing that came up is I want to compliment the Council on the flags. Fantastic, you make me proud; this= is beautiful.

&= nbsp; I appeared before the Council about 3 weeks ago and I asked about the salt pi= le being covered, with the rafters that are setting alongside the road, leaves going over them. We don’= ;t have that much space and it’s very expensive to put them up, but I wo= uld appreciate it if the Town could possibly cover the salt pile. The salt pile has been uncovered f= or the past 5 weeks, during all that rain, and all that salt is being washed down = into the river and the swamps. (Inaudible) alongside the pile which is very nice so I wish the Town could do something about that.

&= nbsp; When I came to the budget meetings, specifically the Police budget meeting, there was a question of 2 cars being purchased for high mileage cars. Now I personally got up and said a= re these going to be black and white cars or regular color cars. I was told they were going to be b= lack and whites. Now the bid went = out Sunday for two undercover cars that’s going to go to the detective bureau, I imagine. My questio= n is, are these cars going to the detective bureau, or are they going to be given= to somebody else and the used cars go to the detective bureau? I think you’re leading the taxpayer down the primrose path with saying that they’re going to be black and white and then you’ve got unmarked cars and they’re n= ot going to the detective bureau, so I’d like to see something done about that.

&= nbsp; I was going to say something about Griffin School, but you’re going to discuss that tonight. I think= we should do something with it, anything, move Town offices in there, somebody= can use the building, it’s a fantastic building, there’s not much w= rong with it, like this building, and I thank you for your time. And I’m still running.

&= nbsp; Mr. Wasilauskas: I am the Cha= irman of the Economic Development Commission.&nb= sp; I’m here tonight to ask the Council to consider funding about $3,000 in order for us to digitize our Town Brochure so we can get that on = the web site. Currently we don= 217;t have anybody pushing for our Town, attracting business or commercial busine= ss into our Town. We feel by get= ting it on the Internet or interchange we would have a national audience. We have been working on this for a= bout 2 years and it seems the right time and place to do it so we’re asking = for your consideration for that tonight. I also have a couple of brochures here so you can see what we’= re talking about.

&= nbsp; Mr. Traver: In about 1965 the= Town Council made up a Town Brochure and the theme of that was Watertown is a gr= eat place to live. The current br= ochure was developed and produced by the Economic Development Commission with the theme that Watertown is a fine place to locate your manufacturing plant and it’s a fine place to live, because it was our (inaudible), that was t= he emphasis. It’s well don= e and it’s an excellent (inaudible) tool except that the exposure was limit= ed to whoever we deemed to mail it to. There are a lot of them available at the Town Hall through the Manager’s Office, but we feel that by putting this on the Internet we become readily available to anyone that has access to a computer which gets= to be more and more people as time goes on.&n= bsp; I think it’s relevant, and Joe mentioned $3,000. In Watertown $3,000 is like a fede= ral case, and this is unbelievable, that vast sum of money, but by chance even = one time if this action developed into a client company moving into Town, as taxpayers we would benefit many times over from that action. Norm Marcoux was supposed to be wi= th us; he came here, but someone outside told him the meeting was down at Polk, so= he went down there and then somebody else told him it was back up here, and I think he probably got disgusted with the shuffle and didn’t join us, = but Norm has spent a lot of time on this, especially being one of the experts on the Commission, well versed in Internet access and utilization. Our Commission feels very strongly= that this would be a positive thing and we ask your indulgence to appropriate the money to do it. Thank you very much.

= Mr. Kane: This is a committee= that was created about a year ago to look into just what the 2 gentleman from Economic Development have been talking about, business recruitment and retention. We met Tuesday aga= in and we went over a lot of the fact finding that we did for the past year in our meetings with the Chamber of Commerce, the business community, and the different boards and commissions, and we will come with a full report to the full Council at our next meeting.

Upon receipt of the re= imbursed amount the funds will be deposited into the General Fund; and

&n= bsp; WHEREAS, the Police Department has been given the opportunity to purchase Dell compu= ters directly from Dell, and Dell has historically and consistently provided computers at the best price.

&n= bsp; NOW THEREFORE BE IT RESOLVED, that the Watertown Town Council hereby approves a= bid waiver to purchase two (2) Dell Computers directly from Dell utilizing the offer given to the Department.

= Mr. Malik: Good evening. With me is Ron Quicquaro and Whitn= ey Talcott and they’re bringing (inaudible) presentation on the Swift Mi= ddle School project. I’m just going to give you a brief update on the process that we’ve been throu= gh and then Whitney will talk about the site, and Ron will talk about the building.

= Overall at this point we’ve done a complete analysis of the site and the building. We’ve looked = at the plans in terms of the programming, we worked with the Board of Education and the Superintendent and the Administration and the School to develop the pro= gram that’s needed for this particular project. I’ve gone through a bunch of presentations, a lot of different presentations, been through Zoning and Conservation. Everybody has h= ad a chance to look at it, to make comments, and for the most part luckily they’ve been good comments and nothing that we feel is going to compr= omise the project in any way. After= , in fact the last set of meetings we had with the Board of Education and the Building Committee we had an opportunity to go back and meet with the Administration and the principals and look at the floor plans one more time. That’s not to say= that that’s the end of the process, that they were able to review the floor plan, go through them, make some suggestions and in fact there was probably= a numeric iteration that you have, but the changes were so minor that we weren’t going to present those minor changes today. Having said that I’m going t= o turn it over to Whitney and he’ll talk about the process that we’ve = gone through on the site and what’s going to happen on the site.

= Mr. Talcott: I’d like to just take you through a tour of the site. I think you all know the site, it’s on Colonial Street, Davis, Morro, and Van Orman. It’s about a 16 acre site an= d it slopes generally from the tip up here near Van Orman and Colonial all the w= ay down to where Morro and Davis are. It’s a pretty steep site.&nbs= p; There are some graded issues here.&= nbsp; The school building is built on a flat area in the middle of the sit= e, and there are some steep slopes in the back and on the sides and also on the south side. Wattles Brook com= es through here and that’s one of the major constraints of the site. There are some flood plain issues = and some of the brook has actually been piped through the years as the expansio= n to the original school was made. The school itself was originally a much smaller school and some additions were = made up the hill and to the back, and then further up the hill, so what we have = is a school that’s been expanded in 5 or 6 different first floor elevation= s, so the school has (inaudible) up and down the hillside. And then down in back here we have= Judd Field, which is a Park and Rec field, which contains soccer and baseball fields.

= A major problem on this site is circulation.= And right now the entrance is here off of Colonial and there’s= a main entrance to the original school building right in here, and right now = in the morning and the afternoon, all the school buses and the parents all converge right here and it’s a traffic nightmare in the morning. There is parking along Wattles Bro= ok, and some in the back, but it’s very hard to get to because there are choke points along the way.

What we= decided to change was the circulation pattern.&nbs= p; We’ve got a new circulation pattern that comes in from Morro Street and that’s where the busses will come in, it will be one way, = and it will drop off the students along this long drive here and then the paren= ts will come in off of Colonial and Davis and drop their children off in the front, so we separated the parents and the busses which should do a lot to alleviate the problems that they’re having in the morning and the afternoon, and it gives stacking space too, you always need stacking space = so that the people can line up.

&n= bsp;

As you = see we proposed a new building area from the back of the building. This is the existing area, this is= the addition area, and this is an area that we found a good place to expand the building because there was a shelf, and/or it’s going to be a two lev= el expansion but we could build one level right into the grade. The school is built on a shelf, yo= u can go down as well as up and it worked out really well because a new bus entra= nce can be constructed in the back, adjacent to the fields, we can construct so= me parking in here along the entranceway, and we’d have that for staff parking, and it’s also needed for parking for these fields, dual use parking, so now we’ve got about 80 new parking spaces on the site and= we stayed away from doing any development along Wattles Brook where there are = some environmental issues and where we want to try and make sure we don’t infringe on the wetlands or the environmental constraints of the brook itse= lf.

With th= at we can go into the building, and Ron Quicquaro can show us how the building wo= rks.

= Mr. Quicquaro: You’re l= ooking at the main level plan here. Essentially if we can take the plan that Whitney was walking you thr= ough and sort of rotate it counterclockwise, Colonial Avenue is right down here. Essentially all this gr= ay tone here is the existing school itself.&n= bsp; If you remember walking through the school in the past, there are different levels. The school = has sort of been added onto over the years and sort of stopped along the existi= ng slope that Whitney mentioned. This area here with all the color is the addition itself, and we’ve chosen= the north part of the site for a few reasons.&= nbsp; It’s really the only place left you have to add onto the schoo= l, there are a lot of significant constraints in terms of the perimeter of the school, whether it’s property lines, or the brook itself, or the topography, so it was a good opportunity to sort of capture some space.

We̵= 7;ve chosen a 3 level addition in this area.&nb= sp; One level, the mean level will be at the main level of the school itself, there will be an additional level below, and one above that. The other spaces you see on the pl= an, and if I could just take a minute to orient you, this is the existing auditorium, this is the entrance, the existing gymnasium, and this green ar= ea is the existing cafeteria. Ot= her areas of color are areas we will be renovating to sort of recapture us different kinds of space, for example I’ll walk you through this in a minute, but what is the media center will be special ed classrooms.

= At the back of the property, the north side, the 3 levels I talked about will essentially be a new cafeteria on the first level, which is one level below= the man level now. The busses that Whitney talked about actually drop off one level below the mean level. We will be introducing a retaining= wall down here to sort of simplify the berm.&nb= sp; There is a big embankment there now. We’ll get the bus drive in, = there will be a main student entrance, and then the two floors above will be the = 7^th and 8^th grades. We= are adding science rooms and classrooms in this area and we’re stacking t= hese spaces because some of the infrastructure that’s needed, (inaudible) = that sort of thing and it’s an efficient (inaudible) to stack these spaces. There is a main stair= that will come down through these 3 stores that will serve to move bigger bodies= of kids to and from the cafeteria and to and from the bus drop-off. This will be on the lowest level, = the primary student entrance. The= cafeteria is also seen as sort of a student commons because it’s a very large gathering area where you ca get a lot of kids through there, get a lot of k= ids in there and then sort of spread out through the school, up the stair, and = kind of move through the school that way.

= If I bring you back to the main plan, we have some space available now that we’ve built this new cafeteria, we see that as being a new media cent= er, built in keeping with State guidelines and would have all the support spaces that a modern media center would have, recapturing the existing media center with special ed spaces and essentially breaking up the school into 3 grades. Again 7^th = and 8^th in the addition and the 6^th grade classroom, to some degree in a wing unto itself to be set up as a school within a school. There is a lot of talk and thinkin= g of separating the 6^th graders from maybe the older kids and that’s a theme that is concentrated on.

= In terms of phasing and how you would build this (Tape #1, Side A ended – may have missed some) one of the reasons we went to the back of the property and again consolidated the addition in one area, we can build this whole addition while the school to some degree is in session, because it’s a separate sort of construction area unto itself, all consolidated at the bac= k of the school. Once it’s b= uilt you can swing kids from the space they’re in now and sort of renovate different areas at a time, so it really makes sense and frees up some space= for you to go ahead and move through the school.

= Ms. King: Where are you going= to add on the new one where there are those glass windows that are like the ho= me section or things now where there were a lot of problems with lack of heat = and stuff? I assume they’re= going away?

= Mr. Quicquaro: If I’m i= n the right spot that you’re referring to, yea, there will be a courtyard as part of that area and we will be replacing all of those windows, yes.

= Mr. Kane: Did you say that the auditorium would be renovated as well?

&nb= sp; Mr. Quicquaro: Yes.

= Mr. Valenti: I know one of the concerns has been expressed by the residents in the neighborhood, is lookin= g at your site plan, who, if anyone, will be losing their property? Can you answer that for us, potent= ially I should say?

= Mr. Quicquaro: As of now base= d on the direction of the design and what we have for current information, no one will be losing any property.

= Mr. Valenti: So this is withi= n the confines of the existing property and nobody would have to worry about emin= ent domain issues?

= Mr. Quicquaro: Based on the documentation we have, yes.

= Ms. King: Will the auditorium= be the same size?

= Mr. Quicquaro: The (inaudible= ) of the auditorium won’t change, you’ll probably lose some seats because of A.D.A. accessibility requirements. As we go to renovate the school an= d meet the requirements of what the State calls Renovate As New, we have to comply with code requirements and that means making sure there are a certain numbe= r of places for handicapped patrons, so to speak, and that may mean losing a few seats to accommodate them.

= Ms. King: My question was tha= t I believe that the auditorium didn’t hold all of the kids as it was now. In other words, 7^th= and 8^th couldn’t be in there, so that is not a place where= the whole school could come together. Does that mean that the gym would be the place where the whole school could come together? Maybe the whole school doesn't need to come together.

= Mr. Quicquaro: The auditorium= count or size is not going to change in this scheme. It’s not something we haven’t thought about. Auditoriums are difficult spaces to add on and especially in your ca= se it’s pretty landlocked, so we would really be ripping out a lot of the building to kind of get a bigger auditorium, so again if the gymnasium is w= hat is used now, that will still be an option.= The cafeteria, off the top of my head, I’m trying to remember = the seat count, but it is a significant size space, it’s about at least h= alf the size of the gymnasium now. I think the gym is still going to be the largest space you have in the school= .

= Mr. Malik: In evaluating this building one of the things that was important to everybody was to maximize = the State reimbursement. What hap= pens is the State only reimburses you for up to 50% of the student population in terms of the size of the auditorium, so if you start building larger auditoriums you can build them, but you pay for all of that, and given the confines of this building itself and the budget issues to make sure we can = keep these number down, and yet meet the Renovate As New criteria, this was the = best alternative it was felt.

= Mr. Kane: You made mention th= at the 6^th graders would be separated from the other students, is that correct, and maybe Dr. Ramos can answer this, or yourself, is that because a lot of the school systems are going away from that middle school approach, = that 6^th graders should be separated from 7^th and 8^th= graders and is that part of the reason you went for this as well?

= Mr. Quicquaro: I’m just= going to give you my opinion; Dr. Ramos can jump in. It will be a 6^th throug= h 8^th middle school. In terms of development of kids, again this is my opinion, I’m certainly not an expert, but it gives you flexibility to have the 6^th grade, if t= here is a part of the school that is somewhat separated from the others, it makes sense to put the 6^th graders there. They’re still going to be in= the mainstream, they’re still going to be part of the school system, they’re still going to be in the mix of 6^th through 8^=
th graders, but it’s just the way the building lays out, it makes sense = to put the 6^th graders in that area. It wasn’t really done purpos= ely, but we took advantage, sort of, of the existing layout.

= Mr. Malik: Actually most scho= ols, 6^th through 8^th, or 5^th through 8^th, whenever we’re talking about design, one of the criteria that comes from the parents and educators in a lot of cases is to try and keep the 6^{th
grade separated to the degree possible just so that they are not mixed, and=
a 6^th
grade classroom is not right next to an 8^th grade classroom, but=
the
reality is you have to make sure that all of the core facilities are equally
accessible to all students. S=
o in
this particular case just by virtue of the layout of the building we’=
ve
been able to maintain the 6^th grade in one area, and then the 7<=
sup>th} and 8^th graders in another.&nbs= p; Now that’s not to say that if the administration wants they can’t mix everything up, that’s completely flexible, but one of= the thoughts and concerns that were presented to us that if we can do that, that would be better for the project, so we certainly strode in that direction.<= /p>

= Mr. Kane: Construction-wise?<= /p>

&nb= sp; Mr. Quicquaro: Exactly; it= 217;s how we sort of labeled the plan right now.= That can change at any time.

= Ms. King: Now the classrooms = that were on the lower level in the old building, that tip of gray there, will t= hey still be classrooms?

= Mr. Quicquaro: No, storage.

= Mr. Malik: I should mention o= ne other thing. When we used the (inaudible) designated for 6^th grade, that has some science labs= in it. By virtue of the curricul= um the 6^th grade sciences needs are a lot less than the 7^th = and 8^th grade needs, so when we put science up in the new addition t= hose will be up to date labs with more amenities in them and the existing labs t= hat are being used right now can be used by the 6^th graders, so it w= ill be much more than they had before, and then the 7^th and 8^th= grades will also have an improved facility.

= Ms. Adams: Can you bring up t= he one with the field again? I think= it was one of the first ones you had up, the current field and then the new la= yout of the field? Right now it lo= oks like we have 3 areas to play baseball or softball and then there is soccer,= but on the new one we’d only be able to do 2 of the diamonds and soccer, = we’re going to lose a field, the ability to play a game?

= Mr. Malik: You’re not r= eally losing any fields because the way these fields are laid out they are comple= tely overlapping each other so you can’t really play two games there at the same time, so we could do the same thing, for instance, and put a diamond r= ight here, and it would actually be better than this situation because you a see that this diamond and this diamond there is a complete conflict right there, but if we were to put another one over here, it would be much better and th= is is also giving us a better quality and size fields.

= Ms. Adams: Right down there, = over in that little “L” shaped area on Morro Street, that’s wh= ere the bocce courts are now?

= Ms. King: No, we moved them u= p to Veteran’s.

= Ms. Adams: Now when you went through Zoning did they talk about Morro Street and (inaudible) for the bus= ses to come in?

= Mr. Talcott: Well right there= at the entrance of the loop there, you’ve got great (inaudible) and you = can look up and down the street very well.&nbs= p; There is a (inaudible) line or (inaudible) line on the other side of Morro Street, and there is still some abutments right at the (inaudible). Abutments right there that (inaudi= ble) taken down. We haven’t = done a complete survey to see whether they constitute an obstruction to the site l= ine, but they would have to be addressed. Right now the busses would be coming in Morro Street so I wouldnR= 17;t think that there is a problem there, but we will have to take a look at the= whole (inaudible).

= Ms. Adams: That’s the question, if that road is wide enough, is it going to need sidewalks, and w= ho would be paying for those improvements (inaudible) voters?

= Mr. Malik: One of the steps t= hat would need to be taken is a full traffic study. We would hire a traffic engineer t= o do that. If it is determined tha= t we need to do something with those buttresses, whether it becomes part of the project, what we would prefer, is one of the things that the State does is anything that is off the site is not eligible for reimbursement, so any improvements that we do off site, it would be better if they were done out = of the scope of the project and we hope that those improvements would be minimized.

= Ms. Adams: Well I’m Cha= irman of the Public Works Subcommittee; we don’t have any money. So it’s just something to ke= ep in mind that that road is very narrow at that point and also that turning is v= ery narrow and I find it hard to believe that something like that will be allow= ed without having major road improvements.&nb= sp; When I was on the Board of Ed when this all came about, one of the conversations was that we would need to get some (inaudible) land in order = to accommodate (inaudible). Now = what has happened, that was like 3 or 4 years ago, and it was said at the time we would need to acquire another 10 acres in order to make this project a go.<= /p>

= Mr. Malik: We weren’t h= ere when those commitments or comments were made. The fact is that based on the plan= s that we put together, the layout, it fits on this site.

= Ms. Adams: Okay, so the State isn’t requiring that we acquire more land?

= Mr. Malik: No.

&nb= sp; Ms. Adams: It looks like, can= you take those down and put the school up?

= Mr. Malik: Just going back to= your question, what they may have said is if you are building a new school, the State has some guidelines in terms of how many usable acres you want to hav= e, but that is completely flexible because you’ll see a lot of towns have very small sites for elementaries, high schools, whatever, and the State doesn’t say you can’t build because your site is too small. All they will say is you have to m= ake sure you’re offering the appropriate programs and physical education = is the main factor.

= Ms. Adams: In looking at these plans here, it looks like we’re going to build a new cafeteria, take = the old cafeteria and put the media center there, take the current media center= and make that special ed classrooms. Now towards the back there it looks like we’re adding onto the exercise gym, or is that going to be another (inaudible) gym? The exercise gym is the small gym = next to the large gym.

= Mr. Malik: It will be a new g= ym, this right here.

= Ms. Adams: So as part of the exercise gym is going to become part of the new gym, that floor space there= ?

= Mr. Malik: Yes.

= Ms. Adams: How many teaching classrooms are we actually adding then?

= Mr. Malik: I think programmat= ically there was a need for about 15 per grade level, I’m going by memory, a= nd we’ve met all of the curriculum requirements that they put out. We were actually able to go down i= n a few areas where the count was not necessary. The 7^th and 8^{th
graders are on a team basis, and the 6^th was still debatable on
whether they do that on a team or as individual classrooms. I can’t give you the number =
off
the top of my head but we could certainly get that to you.}

= Ms. Adams: The number of classrooms, I think that’s very important.

= Mr. Malik: I think the origin= al Ed specs said 20, but it’s a matter of how many areas, how we designate spaces. We’ve met all o= f the requirements off the Ed specs.

= Ms. Adams: So you figure prob= ably approximately 15 then.

= Mr. Malik: It’s between= 15 and 20.

= Ms. Adams: Now what is the pr= ice tag on this project, you haven’t told us that yet?

= Ms. Adams: Okay, I’m al= l set, thank you.

= Mr. Primini: What is the actu= al new square footage that we’re adding onto the building?

= Mr. Malik: The new square foo= tage is about 55,000 sq. ft.

= Mr. Primini: And out of the 1= 5 or 20 classrooms, what are each classroom designed to handle as far as student= s, what size?

= Mr. Malik: Between 24 and 28.=

= Mr. Primini: So that’s = will accommodate as far as air quality and the whole bit like that?

= Mr. Malik: It’s a Renov= ate As New so (inaudible) in terms of whole new ventilation and mechanical system = is part of this project. In fact= there are a lot of dollars that are going into this project that are in the infrastructure aspect so you don’t get to see the direct benefits, but you will certainly feel the direct benefits. Things like the window replacement= , the electrical system will be replaced, the boiler plant will be completely replaced . As Ron mentioned o= ne of the things in terms of renovating the existing building by building new boi= ler plant cause we have to replace the old one, but you have to maintain the building while you’re building this new boiler plant, and even while you’re renovating so what’s happening from one side of the buil= ding new and bringing all of the utilities in from that side and we’re then taking them off line from the existing boiler plant as we progress towards = it. Eventually then the entire boiler = plant is offline and that space is going to become the administrative space.

= Mr. Primini: As far as the HV= AC, how many boilers are we talking about?&nbs= p; Are we talking add new or are we going to use any existing ones in t= he meantime?

= Mr. Malik: None of the existi= ng, I think we’re just trying to (inaudible) through without having to repl= ace it before the project starts. The goal here, one of the first things we have to do is get that boiler plant up and running and see what we can do to keep those existing boilers (inaudibl= e).

= Mr. Primini: So we’re g= oing with hot water boilers, we’re not going with any higher systems at al= l?

= Mr. Malik: No.

= Mr. Primini: No air condition= ing at all in this building?

= Mr. Malik: There are certain = areas that are air conditioned, administrative offices, media centers, basics that you have air conditioning in all the schools. It would be good to air condition = every space in the building but that’s really a budgetary issue.

= Ms. King: Have you been to the Conservation Commission/Inland Wetlands Agency with this?

= Mr. Malik: Yes.

= Ms. King: I don’t know whether you (inaudible) are they happy with what you’ve done with the work?

&nb= sp; Mr. Talcott: Yes, we met thei= r, in fact I was out at the site with a Soil Scientist. We’re actually kind of conce= rned with an area right up in there, there’s kind of a spungy area in back= of these houses and we walked up and took some (inaudible) up there. It seems like there may be some we= tlands right here, right where there’s a little culvert there that takes the water out of there, and there is a little defined stream, but once you get = up in here it’s kind of marginal, it’s not really that wet.

&nb= sp; Ms. King: And you’re not going to do anything to that?

&nb= sp; Mr. Talcott: Well we’re thinking about building a driveway, that’s where a brook comes in there. One of the reasons we avoided any improvements in this area that are not there already, other tha= n, the brook goes underneath and we’re planning on putting those string = of parking in over the brook.

= Ms. King: But not changing what’s going underneath there?

= Mr. Talcott: Not changing any existing infrastructure there. We can actually improve the environmental quality here by putting in the proper soil separating catch basins and sediment separating (inaudible) water qual= ity there. We will probably be ch= arged to do that.

= Mr. Kane: Out of the $26,000,= 000, the State’s reimbursement will be what?

= Mr. Malik: We’re estima= ting about $15,270,000.

&nb= sp; Ms. King: About 60%, is that correct?

&nb= sp; Mr. Malik: Your reimbursement is 58.57.&nb= sp; You need to understand that not everything is eligible for reimburse= ment. With the Renovate As New status, it’s as if you’re building a new building and that’s one = of the advantages of going down this road.&nb= sp; The only items that would be considered ineligible or have limited eligibility would be work that’s off site; if you were building a new facility that’s true at that point too. We talked about (inaudible) if you= were building more than 50% of your population, there are some bleacher seating which they reimburse at 50% so those are very few limited items and we sort= of minimized most of them.

= Mr. Talcott: You’ll fin= d out about the road improvement there.

= Mr. Wick: One question about = cost estimates. I remember that the building, we’re now, I believe costs about $22,000,000 and I don̵= 7;t know whether it’s larger or smaller than we’re talking about he= re, but at least we asked the question what would it cost if we started from scratch to get a building similar to what you’ve proposed from the standpoint of the same functionality, ballpark?

&nb= sp; Mr. Malik: We ran the numbers= and I’m trying to think back. It’s significantly greater than 26. I don’t have the number off = the top of my head; I will get you that number. One of the considerations that the= State Department of Education has in granting the Renovate As New status is that = the cost of the building has to be less than the cost of the new building, otherwise they won’t grant you that status. We went through that exercise with= them and we submitted those documents to them saying here’s what we antici= pate a new building to be. Roughly= they would be looking at between $225 to $250 a sq. ft. and if you think, if you’re looking at a building as a new building that’s going to = be 150,000 sq. ft., so if we do the math I think we’re over $30,000,000.=

= Mr. Wick: That answers my question. I was just concerned whether this was really the least cost alternative to get what we were look= ing for. You don’t need to = do anymore homework.

= Mr. Malik: It doesn’t i= nclude the purchase of land or the development of land. One of the saving graces here is we’re not developing a lot of fields, we’re maintaining the site pretty much the way it is, and a new site you would be adding that cost onto the project.

= Mr. Talcott: Just a general, = just almost a graphic sense, all of these gray areas are substantially less in c= ost than building new. The struct= ure is all in place, the floors are all in place, the (inaudible) are all in place= , so those are all (inaudible) accurate numbers (inaudible) but you get a sense = that this is all sort of existing in place and you’re just renovating, so that’s all savings (inaudible).

= Mr. Hebert: Anybody have anyt= hing else? Thank you very much.

B. &nbs= p; Discussion and Possible Action on Authorizing the Town Manager to Request the Bonding Attorney to Prepare Bonding Documents for the Swift Expansion Proje= ct

= ; MOTION: (Mr. = Kane, sec. Mr. Wick) to authorize the Town Manager to request the Town’s Bo= nd Counsel to prepare bond documents for the Swift Expansion Project.

= ; Discussion: Ms. King: When we’re ta= lking abut bonding documents, the number, the cost estimate that we’ve just heard is part of that, that’s the number, that’s all. I just (inaudible) very clear about that, which would be it looks like a cost of about $10,000,000 to $11,000,0= 00.

&= nbsp; Ms. Robson: About $11,300,000= .

&nb= sp; Mr. Wick: Is there a risk if = we go forward with a bonding amount based on an estimate as opposed to a firm bid? I’m concerned that= if the estimate and the bid are different and the bid is much higher, do we ha= ve a problem? It’s a rhetori= cal question, I think.

= Ms. Robson: Well you certainly would have a problem if there was a huge difference. Part of the problem is, though, we won’t have the money to do further work unless we go out and get some= , if the bond is approved at referendum, so it’s kind of a Catch 22, but I think certainly the conceptual work is trying to take into account the type= s of things that they can foresee today. Could something happen? Sure, something could happen.

&nb= sp; Mr. Wick: Would it be prudent= to increase the amount of the bonding and be happy if we don’t have to s= pend it all?

= Ms. Robson: That would certai= nly be your call, and I could discuss that further with the architects to see what that final number turns out to be. You obviously want to be close to it, but certainly it’s typic= al, or very often you have a contingency amount so we could discuss further what might happen in order to determine what that contingency amount might be.

&nb= sp; Mr. Kane: This obviously goes= to referendum first, I shouldn’t say that, the paperwork for bond counsel has to be done first in order to go to referendum but if it does not pass at referendum then it’s a moot point I guess. What is our cost to do what we wou= ld approve here tonight?

&nb= sp; Ms. Robson: Well the 4 that y= ou have before you this evening, the cost of that is about $106,000. I can’t tell you an absolute= cost for the other, but you figure in the neighborhood of maybe $30,000 to $50,0= 00, somewhere in that range, maybe less. Frank would probably have a better feel for that.

&nb= sp; Mr. Kane: You’re saying $50,000?

= Ms. Robson: I think that would probably be high, but for all 4 today it was about $106,000 as I recall.

= Ms. Adams: Another thing we h= ave to discuss here tonight is the off site improvements. I know that the architects donR= 17;t want to see that included as part of that project, but I cannot believe that Zoning is not going to have us, we have to do a traffic study, we have to l= ook at taking down abutments, widening the road (Tape #1, Side B ended – = may have missed some).

= Ms. King: It’s my understanding we’re at the 58%, that’s basically whether the (inaudible) reimbursement from the State and that there is nothing more com= ing on the State at that level, if I understand it, that any reimbursements in = the future aren’t 50% or maybe less.&nbs= p; So I think that’s one of the things we need to keep as a consideration in terms of what we need to do (inaudible) opportunity which given the state of finances in the State of Connecticut will not come to us again for awhile anyway.

= Ms Robson: Along those lines= , and please correct me if I’m incorrect, but it’s my understanding t= hat some of the systems that need to be, or that will be replaced as a Renovati= on As New need to be replaced probably in the very near future, and if this project doesn’t go through the Town will still bear those costs for t= hose improvements. Am I correct? But obviously at that point there = would be no reimbursement whatsoever from the State for those pieces of the proje= ct.

= Mr. Wick: The question about = the cost of bonding again. At one= time we talked about bundling many different projects together so that we would minimize the total cost for the services provided by Bond Counsel and at the time Frank had mentioned that it’s about $50,000 per bond, regardless= of the amount. Did I remember th= at correctly?

= Ms. Robson: Yea, that was abo= ut the estimate he gave. As I mentio= ned tonight we’re doing 4 for about $106,000.

&nb= sp; Mr. Wick: Well that’s w= hat causes me to ask the question, why can’t we bundle all 5 and do all 5= for $50,000? If it costs $50,000 = per bond, and is independent of the amount we’re bonding, then why not proceed with the idea of putting everything together?

= Ms. Robson: Well a couple of things. First the work is don= e for these 4, so there would be additional work for a 5^th or 6^th= or whatever it is you’re taking a look at. The other thing is a matter of timing. The projects we have = before you this evening are pretty much ready to go. The Swift project can be ready to = go shortly, but was not in that same (inaudible) in terms of timing so there a= re some issues there. There may = be something else down the line that you want to add with Swift. Right now the tentative timeframes= that we’ve spoken with Bond Counsel about is the possibility of, if you ag= ree to do it this evening, the possibility of a referendum in January for this project, so there is potential to add something down the road, particularly after we have some further discussion this evening about capital projects, = but I don’t think timing-wise and cost-wise we could add this one to the = mix.

= Mr. Wick: The only other ques= tion I have is, and this is been mulling around in my mind ever since we talked ab= out it in previous sessions, and that is on the average we spend about $50,000 = for the services provided by Bond Counsel.&nbs= p; It seems to me in this day and age with a lot of boiler plate availa= ble at the touch of a mouse on a computer, that the work to do a certain task n= eeds to be done once, but then it can be repeated all over again just by copying= it from a file, so that leads me to ask what do we get for our $50,000? I really would like to know what we’re getting for that kind of money. It just boggles my mind that we sp= end that much for what seems to me to be repetitive work, and this could be ignorance speaking, I’ll admit, but I’d like to be educated.

&nb= sp; Ms. Robson: Well I probably w= ill not answer this as well as Frank might, but to some extent it is repetitive, the actual writing of the bond documents, but there is a lot of research th= at goes into whether or not something is permissible in the bond, what’s= to be included, what’s not to be included, what useful life is, there ar= e a whole bunch of sort of behind the scene types of discussions that we have w= ith Bond Counsel in terms of what goes into making the bond ordinance itself, so the actual preparation of the bond ordinance in terms of the word-processing really isn’t the issue, it’s the things that go behind it and t= he status that may need to be checked. In fact I know there were a couple checked in the instance before you this evening, so there are research types of things.

= Mr. Wick Do we get an itemize= d bill so that we know how much we are paying per hour of service?

= Ms. Robson: To be honest with= you this is the first one I’m going through and I hadn’t seen that = yet, but I have seen the costs included from the Bond Counsel.

This can lead very quickly to a pu= blic works project added very quickly and as you well know we don’t have t= he money to do thee. I think that really needs to be addressed.=

= Mr. Wick: I think that concer= n is shared by almost everyone here and I think it’s good that we don̵= 7;t need to make a decision on the amount tonight, but from what we’ve be= en told, there is a timing element with respect to the opportunity for state r= eimbursement and if we don’t do something to keep the project moving then we might lose that opportunity, and so while I share your concern, and I think most = of us do about making sure that we apply for what we’re going to need, w= hich we don’t know the amount yet, I still think we need to proceed with t= he process and have the faith maybe that we’ll come up with the right nu= mber down the road which will include the things you’re concerned about.

= Ms. Adams: At what point in t= ime do we have to have a referendum by?

&nb= sp; Ms. Robson: Well we’re already off schedule from what I think their initial intent was which would have been to have it back in October. So we’re already off if we’re looking at January. They could probably best answer wh= at ramifications it would have in terms of the school timing and that type of thing if it doesn’t happen in January.

= Ms. Adams: Don’t we hav= e to have the project started by a certain date?

= Mr. Malik: That’s right= . You have a deadline of June 30th, this coming June 30^th, and we also have to go through the whole submittal process to the State itself, and on the other hand you also have = to now, if you (inaudible) if you look at January approval, let’s say January 15^th, whatever the timeframe, the construction starts (inaudible) for the following Spring, because of the development of all the design drawings the State is now taking 30, they’re supposed to take = 30 days, but they take 90 days right now.&nbs= p; You could go for a local (inaudible), it just adds cost to the proje= ct but when you factor in all the approvals from the State . . .

The good example would be the D.E.P. and getting flood (inaudible) management approv= als, the certification here. It us= ed to be, they were telling us 6 months to expect 90 days and now they’re saying if you want the project to begin some time in 2004, you better have everything in by January. Wel= l you can’t even design everything by January because full Mylar and perspective at January approval will get a March, 2005 start, which allows = us to get the students in for the 2007 year.&= nbsp; (Inaudible).

= Ms. Adams: That’s (inau= dible) my question. By the State, wh= en do we have to have it approved by, a bond referendum by January, or June 30th?

&nb= sp; Mr. Malik: June 30^th.

&nb= sp; Ms. Adams: So there is 7, 8 m= onths here before we’d actually have to put this to referendum if we feel we need some more time to ask our questions, to get answers to our questions?<= /p>

&nb= sp; Mr. Malik: You can go to June= 30^th if something doesn’t get approved, you lose the window for a second .= . . .

&nb= sp; Ms. Adams: Could I just make a comment here, we’re sitting here, we’ve brought forward questio= ns, we don’t have to do a referendum until June 30^th, and I ha= ve some concerns as a Council member, as I did as a Board member with this project. I’m not seeing= any real public support, people coming forward and saying we need to do this to Swift. I’m hearing comm= ents like we have to finish John Trumbull, how can you think about doing another school until this school is finished, people are concerned about the $26,00= 0,000 coming forward, and frankly guys, if you look at it, you’re getting 1= 5 to 20 classrooms, another cafeteria for $26,000,000. We don’t know the amount of = the off site improvements, what’s going to need to be done, what the cost= is. If we brought this to a vote tonig= ht, (inaudible) there’s one side of me let’s put it to bed, get it done, but there’s another side that says we’ve got time, but tonight, I’m sorry, I can’t support it.

&nb= sp; Mr. Primini: What I’m understanding here tonight is we have the site plans for the school, but on= the other hand, with this new road you want to put in, we don’t know, we don’t have the money to put the road in to get to the new school.

&nb= sp; Mr. Malik: The road is there, it’s question of how much we’d have to do . . . . quite frankly unless Zoning has a requirement to put sidewalks, etc. in and widen the road for traffic to come in that way, probably the greatest concern has been the abutments that extend out. If we were to say, let’s say Zoning were to come back and tell us you’ve got to tear down those abutments to get = a better radius for those busses to turn in there, cause that truly would be the iss= ue, and then that sort of a cost we could anticipate, but we’re already carrying about, well we have a 3% escalation to about $600,000 and we have a contingency about $1,300,000 so we’re carrying those numbers. Is it prudent to get the off site = work done? Certainly to go through= that process, but in order to go through that process you’re going to have= to spend some money to be able to get the engineering done, to get all those approvals so that you know exactly what those costs are.

&nb= sp; Mr. Primini: Well that’= s my concerns, I don’t want to be having a building that we don’t ha= ve an entrance road to. The contingency is running, what did you say, about 10%, (inaudible) we run abo= ut 5% contingency? On a total pr= oject what is the contingency right now?

(Inaudible) later when we have a complete site plan prepared we can = take it to the next level and go for an approval, but we met with them conceptua= lly and showed them the basic concepts of turning onto Morro Street from Davis Street and all that we’ve spoken about.

&nb= sp; Mr. Hebert: And they have not given, they just, so it’s been informal?

&nb= sp; Mr. Malik: Informal.

&nb= sp; Mr. Hebert: So we could appro= ve this bond, with the amount, and they could come back, when you go before th= em they could theoretically come back with a bunch of off site changes that ne= ed to be done before this project goes forward or reaches finalization?

&nb= sp; Mr. Malik: The process that n= eeds to go through is an engineering process and a design process that all of th= ese projects like this work this way. You don’t get the detailed plans and the detailed numbers for = the improvements until after you start contracting for detailed information.

&nb= sp; Ms. Robson: One of the reason= s for going before the Planning and Zoning Commission and Wetlands was to get some conceptual sense of what they thought of the plans and what their major iss= ues were, so I think that was a relatively new phenomena to happen in terms of = this type of project going to them for a conceptual review, and Mary Barton was actually the one who suggested that to get some of the initial feedback. The other thing I want to point ou= t is that type of work was not under the scope of the contract for just the conceptual design. I can tell= you that the money that we’re spending on the conceptual design, Rusty probably knows this more than anybody, probably is nowhere close to the time that they put in, so there was a monetary factor for having it done the way it’s been done and Mary was the one who suggested it go, at least a conceptual review to get the initial comments and thoughts and issues out on the table from Planning and Zoning.

&nb= sp; Mr. Hebert: If we approve thi= s to go to Bond Counsel for the sake of discussion right now, $11,300,000, that’s the number we have right now?

&nb= sp; Ms. Robson: Well that would b= e the Town’s share.

&nb= sp; Mr. Hebert: $26,000,000, $11,300,000for us.

&nb= sp; Ms. Robson: Well you have to = put the entire amount in.

&nb= sp; Mr. Hebert: The actual design= of the project would come after the approval of the referendum?

&nb= sp; Ms. Robson: Well it’s a= lmost a Catch 22. You need to find = out if the community wants the project, so you do the referendum, or you can do mo= re of the work up front and incur costs without knowing what the community wan= ts.

= Mr. Hebert: I want to see the voters have the chance to approve this because they have the right to refuse this, but I don’t feel comfortable going forward with a number that c= ould come back and kill us because there are a lot of off site improvements that= we haven’t budgeted for.

= Ms. Robson: One of the things= we might be able to do is have, specifically focused on that issue, since that’s a concern, perhaps have another meeting with Planning and Zoni= ng to see what their concerns might be in that regard. I don’t know if that was add= ressed specifically or not.

= Mr. Malik: What I might sugge= st is that we could meet with them and take the worst case scenario and put a bud= get to it. I’m going to gue= ss, if we’re talking about $250,000, we’re talking about a lot in terms of the big picture, but it would be good to me= et with them to see what they anticipate and add that number into this budget = if you so choose, just keep in mind that it’s not a reimbursable item.

= Ms. Adams: Ask them about Col= onial also. You may require improve= ments there too because now you’re going from one entrance/exit to two, and you’ve got bad site lines coming from there. (Inaudible).

= Mr. Valenti: I share a lot of= the concerns that are being expressed here, but it seems to me that these conce= rns you could almost relate to any one of these projects that are before us here tonight. If you’re goin= g to apply a regular standard to any one project then we should to be honest in (inaudible) about these things, then apply it to all, so that’s what I think this Council has to determine. I think it’s appropriate, I agree with what Mr. Wick had said, this is only to further posture us to be able to get the reimbursement rate= s at the favorable rate the State was giving but no longer would, and still ultimately each the hands (inaudible).&nbs= p; I think a lot of these concerns could be said of any one of these individual projects and if we’re going to use that as a concern, that= we need more time, then I think fairly it would apply to most, if not all of t= hose that are before us here tonight, but what I don’t want to see happen = is that we don’t move this Town forward, so I do agree with what Mr. Wick said earlier.

= Mr. Rinaldi: Correct me if I’m wrong, what we’re voting on tonight is to give permission to start to prepare the documents for bonding. Once those documents are complete,= they have to come back here for approval, so we’re not approving the dollar value, we’re not approving anything, we’re just approving to ju= st go somewhere with this thing and come back and let us take a look at it.

= Mr. Primini: Not what that= 217;s showing me, with the additional work that the Town is going to have to bear= to do all the roadwork going in there, and I’m just asking if anybody wa= nted to build a commercial building, that’s the exact same thing I would be asking of them, so I think we should be doing the same thing we would ask a= ny commercial builder.

= Ms. King: First of all we do = have before us $100,000 worth of bonding preparation that we authorized without asking any of these questions, quite frankly, about any of those 4 that are= in front of us, with the exception of the track where we did ask some questions. The second point I think= is that I’ve listened to someone say there might be a site line problem = at the corner of the road, and this Council, not anyone else, saying we’= re going to have to rebuild roads, sidewalks, I didn’t hear that from anybody here. I heard there m= ight be a site line problem there. I heard them saying that they have a better way of dealing with traffic than = we already have. No matter what = we do with that school, if there is an issue about sidewalks, Planning and Zoning= is going to require something (inaudible) but there are sidewalks on Colonial = and Davis Street, and I would assume you wouldn’t walk the kids down the = road that you’re sending the busses down.= So I’m listening to people trying to make things, it sounds to= me, sound worse than they are.

= Mr. Primini: Well it’s = like building a house without showing me where the driveway is.

= Mr. Wick: I don’t think anybody consciously is trying to make things sound worse than they are. I think we’re trying to lear= n from the mistakes made in the past with respect to projects that are underestima= ted when we go forward asking for authorization to spend the money. What I’m hearing my own voic= e say and others say is that let’s ring as much uncertainty out of the cost estimates from the various phases of this project as we possibly can, and t= hen make an intelligent guess about the rest of it and go forward with a total number that in our best judgment covers everything that might happen. I think that’s what we’= ;re trying to do here, but from what we’ve been told, we don’t have= to make that decision tonight. W= e just have that opportunity to make the decision to push the process forward. Admittedly it does trigger some ex= pense, but it may be the right thing to do.

= Mr. Valenti: And that’s= the other thing, we are in a Catch 22, because as Mr. Wick said it does admitte= dly occur (inaudible) expense so (inaudible) come to the debate of how much it = is that we’re going to be expending to get us to the point where everybo= dy is going to feel comfortable with this versus how much we’re contemplating to do, to go forward in the first instance. = ; &n= bsp; = ; Chief Black: Yes. We’ve talked to CL&P, th= ey have given us a price that they’re looking for, and we made an offer back. They wanted $30,000, an= d we countered their offer at $24,900 because they are requiring an easement sti= ll on the property to get to some of their equipment; however there is no stipulation on where our, the main reason we’re asking for this piece= is to move our driveway off of French Street to a location further down the hi= ll, closer to Depot Street, to make it a safer entrance, better site lines, les= s of an incline, that type of thing. They have not put any restriction on where the driveway could go. Their letter says it can go anywhe= re, they just still need some access to get to one utility pole that is adjacen= t to the site.

= ; &n= bsp; &= nbsp; Ms. King: Was that part of the recommendations from Kaestle Boos, that you move the driveway?

= ; &n= bsp; = ; Chief Black: Actually no, that = was not. This is part of the enti= re project to move the driveway. They recommended that we get property to the south side of the Fire Department w= hich belongs to the owners of the property where Matteo’s is. Those discussions are on-going but= do look cautiously promising at this point.

M. &nbs= p; Consider Regarding Capital Budgets

= Ms. Robson: This is a draft o= f our 10 Year Capital Budget Plan which I’ve discussed with you on a number= of occasions. I should underscore probably as many times as I can that this is a draft pan. The School System is also looking = at preparing a draft plan so that when all is said and done, you and the School Board, the community really is what we’re attempting to reach, we’ll have a 10 Year Plan for the improvements that we see as necessa= ry, that you ultimately approve as necessary, so there is not a short term look= but a full 10 year look at not just the building plans or the road plans, but a= ll of our capital purchases, whether they be equipment or road improvement or drainage, those sorts of things, so it is a very draft plan.

Now wha= t you will end up eventually is . .= . . the document that you have this evening just represents the total project cost. This is not a financing scheme at all, and I probably need to make that clear every time I talk abo= ut this, this is not how much we’re going out to bond for, this is not w= hat we’re going to put into our annual budget, this is simply the total project cost. What we intend = to do is take this once we get the school information, take this and give it to o= ur financial advisor and ask them to prepare the best scenario for financing t= he projects that we see, and the ultimate goal will be to have as level as we = can, obviously with the significant capital needs that we have today it’s = not going to be quite as (inaudible) as we’d like it to be, but ultimatel= y we would like to have a consistent amount that we will put into capital projec= ts every year whether it be through bonding or the budget process, and so the financial advisor will be able to piece that together and then we’ll = be able to take a look at it and see if in 5 years from now we’ll have a= huge spike in our capital costs, then certain projects may have to be pushed out= to other years to extend it so that we have more level capital costs for year.=

So that= ’s ultimately the goal is to be consistent in terms of the capital improvement money that you set aside each year, again either through financing or throu= gh the annual budget and then the community knows. They know what to expect, they kno= w what we’ve planned, for as many projects as we knew about today are in this plan, so that we know for instance if Swift goes through then there may nee= d to be work done on something else or vice versa, so it has to be a (inaudible) plan obviously cause you can’t say today absolutely what’s goin= g to happen, particularly because everything is dependent upon referendum, but t= his is a plan for what happens, to try and include all of those major capital items. So you will ultimately= have the document you have before you so that you have full process as best we c= an determine them today, you will have a financing scheme for again spreading = out the debt service and the annual budget payments for capital improvements so that you can see those and we can try and even those out. You will also have brief project d= escriptions for all of the items, whether it be for equipment purchases or the projects themselves, and you will, as I said, have it for both the Town and the Schools. The Schools I expect probably some time next month. So I wanted to bring this before you and I think frankly that this should be considered a working document so that maybe we want to set aside a certain amount of time aside each meeting so that you can go through these and we c= an answer your questions about the projects and the equipment purchases so tha= t we don’t get into a situation where all of a sudden you have something up for a bond ordinance and you don’t feel that perhaps you’ve had= the extended discussion that you need to have.= So that’s what I would recommend is that as we work through th= is we look at setting aside some time so that you can go through the projects,= be comfortable with the projects, so that what's in the plan is really a reflection of what you would like to see done. Now obviously this is going to car= ry over time and each successive Council will have to do the same type of revi= ew, and numbers will change obviously based on estimates at the time they’= ;re done. If you have any questio= ns right now, just as a point of explanation, you can see again that we have it broken down pretty much by department and then you’ll see equipment purchases and at the end you’ll see some of the larger projects and facilities. I have the Fire H= ouse in there, the Town Hall, the Public Works Garage, the Swift Expansion, High School Track and Land Acquisition. Now obviously those things aren’t necessarily things you’= ;ve already approved, they’re on the Table for discussion, and I think that’s an important point to make.&n= bsp; You all need to make the final call on what you want included in this. I simply tried to put in everything with as good a number as we had today so you could have those discussions. The Town (inaudi= ble) that’s not a number that matches anything you’ve seen before, b= ut it’s just based on discussion that occurred over the relatively short period of time that I’ve bee here, some people feel $6,000,000 is too high, others said $4,000,000 so I frankly just tried to pick a number in between so again it’s just for discussion purposes. If you go out to bond you’re obviously going to need some real hardcore numbers and it’s going to depend on what happens to those facilities, so I just point that one out to you.

= In the column where it says funding source where you’ll see what, in conversations with Frank Nardelli, we believe might be the most appropriate= way to fund these. Now obviously = that could depend on what the financing schemes that the financial advisor comes= up with, so some of those decisions might change down the road, you might deci= de to put more or less in your budget. And what I’m trying to determine right now is that over the co= urse of the last few years, just as an example, what percentage of our budget ha= s gone towards capital costs each year, is that an amount you’re comfortable with, should that be changed, do you want something else, do you want that higher in the budget versus financing it, so you have to make those kinds of calls, but at least I can get you the information about what we’ve do= ne thus far and you can make those decisions from there. So the funding source again is rea= lly whether or not it’s in the Town budget, that’s self explanatory, whether or not it would be bonded, and then in some of the categories like Crestbrook, they have a separate trust fund, water and sewer has separate funds, so those are identified as well, and there may be some items too that are better leased than purchased so there is some opportunity there for some changes too. So that’s = a very brief nutshell of what we have so far.&nbs= p; Again I think perhaps it might be a good idea if we sort of have thi= s as a continual dialogue for each of our meetings so we can work our way through these plans, and once I have the school plan we’ll have a fuller pict= ure of where we stand as a community.

= Ms. King: Just one question, I don’t see the Public Works equipment that was on, scheduled already in here? I see Crestbrook equipm= ent, I think Parks equipment, on Page 4 I see Parks equipment, but there was also a spreadsheet of snowplows and things like that.

= Ms. Robson: You’re right. There are some pieces = that are missing yet that we still need to work on.

&= nbsp; Mr. Young: I’m asking a= bout the AT&T towers over by the transfer station in Watertown. About a year ago AT&T approach= ed me about putting a tower up on my property and I just wondered if they approac= hed the Town about doing it on my land or anything like that?

&= nbsp; Ms. Robson: I’m not sur= e I understand the question.

&= nbsp; Mr. Young: They wanted to put= it up off of Baird Road and off of Grandview.&nb= sp; I have property up there on the hill and surveyed all the property a= nd stuff and put it up there and I’m just curious to know if anything ca= me about it?

&= nbsp; Ms. Robson: I knew they had l= ooked at other sites but I’m not aware of what their deliberations were in terms of choosing one site over the other.

&= nbsp; Mr. Valenti: You could check = with P & Z if they did some kind of application.
