AN ORDINANCE APPROPRIATING $1,730,000 FOR VARIOUS ROADWAY, DRAINAGE, CULVERT A= ND RELATED PUBLIC WORKS IMPROVEMENTS, AND AUTHORIZING THE ISSUE OF BONDS OR NO= TES AND TEMPORARY NOTES TO FINANCE SAID APPROPRIATION.

&= nbsp; Ms. Adams: Just for the recor= d, this doesn’t encompass all of the needs that the Town has, but we took the projects that had to do with flooding, icing, and safety:

&n= bsp;

§ &n= bsp; The Town’s portion of replacement of t= he Beach Avenue culvert

§ &n= bsp; The Linkfield Road culvert replacement and failing roadway

§ &n= bsp; Drainage improvements on Colonial Road, Melr= ose Avenue, Sunset Avenue, and Wheeler Street

§ &n= bsp; Various public works projects set out in the Town’s Capital Improvement Plan approved at a Special Meeting of the Planning and Zoning Commission on January 15, 2003

§ &n= bsp; The big one is the realignment of North Stre= et and Litchfield Road. That is definitely a safety problem and as some of us could attest to firsthand, we went and took a look at it, and the way they shoot off of Route 63 right do= wn North Street it’s got to be realigned so there is no longer that momentum g= oing down there.

§ &n= bsp; Sight line improvement to Hamilton Avenue, Merriman Lane, Bunker Hill at Barnes Road and Jericho Road

§ &n= bsp; Reconstruction of the Edgewood Road dead end=

§ &n= bsp; Curb elevation on Guernseytown Road at West = Road

§ &n= bsp; Drainage improvements on Oak Street, Manilla Street, Merrimac Street, Chestnut Court, Clyde Street, Linden Street Burnham Avenue, Hughes Avenue, Rockland Avenue, Slade Avenue, Nova Scotia Hill Road, Orient Street, Concord Drive, Lexington Drive, and Saunders Avenue

§ &n= bsp; Drainage improvements on Hillside Avenue and= on Hillside Avenue in the vicinity of the Hamel property

§ &n= bsp; Relining of culvert on Middlebury Road at Cornwall Drive

§ &n= bsp; Improvements to eliminate icing problem on Greenwood Drive

§ &n= bsp; Culvert and roadway rehabilitation on Davis Street Extension

§ &n= bsp; Culvert installation on Main Street in the vicinity of the former Agnew property

§ &n= bsp; Other related work.

&= nbsp; It’s quite extensive. It’s n= ot everything we need to do, but it will put a good dent in projects that peop= le have been waiting a long time for.

<= b> &= nbsp; Mr. Archer: And the idea behi= nd this is that these are a number of projects that keep getting put in the bu= dget and then stripped out of the budget when the budget fails, so instead this = is a plan to sort of bundle them all up in one piece and get them all approved at once.

<= span style=3D'mso-tab-count:1'> &= nbsp; Ms. Adams: The important thin= g too is that these projects will outlast the amount of years we’d be bondi= ng on these.

<= b> &= nbsp; Mr. Rinaldi: I think that ove= r the years that I’ve been here anyway, one of the things that’s alwa= ys suffered has been Public Works projects, even when I haven’t been on = the Public Works Subcommittee, it seems that those are the ones that always suf= fer. There’s one thing I’ve= come to believe over the years is that these are the types of projects that if y= ou put them off, they wind up costing you three times more down the road, so let’s fix them now. Eve= n our road programs, if we fall behind on cracked sealing and all that sort of th= ing it just gets worse, and instead of just patching roads, now you’re replacing roads, so I think the best thing to do is to at least keep up, tr= y to stay with the program (inaudible).
